The Library of Congress presents an 1864 historical bill, proposed by Senator Benjamin F. Wade (R-OH) and Representative Henry Winter Davis (Know Nothings-MD), that aimed to reunite the Union with rebellious states after the Civil War. The bill states that it would require at least 50% of a state's white, male population to swear an oath of allegiance to the Union and the states to grant African Americans the right to vote.
