The Library of Congress features an 1865 historical report read to the Union League Club--a private social club--in New York in regards to the passing of the 13th Amendment--which abolished slavery and involuntary servitude except in cases where it is used as punishment for a crime--by the House of Representatives. As a result of this reading, the Union League Club approved of the 13th Amendment, resolved to create a committee of nine individuals to voice their concerns to the House of Representatives as well as to publicly support the amendment if needed, and the club resolved to create another committee of nine to further the actions of the Bureau of Freedmen in order to ensure their rights as citizens and to establish schools for them.
