Teaching American History presents 1866 legislation, written by President Andrew Johnson, that vetoed Congress's approval of the creation of the Freedmen's Bureau. Johnson argues that the bill "contains provisions which, in my opinion, are not warranted by the Constitution and are not well suited to accomplish the end in view."
The Freedmen's Bureau was a federal agency that was created to provide aid to displaced Southerners, including newly freed people, during and after the Civil War.
