The May 9, 1862 issue of the New York Times (writer unknown) presents a perspective on Union Army General David Hunter's General Orders, No. 11, which declared the states of Georgia, Florida, South Carolina under Martial law after they seceded from the Union. In his letter, Hunter provides his perspective on the compatibility between slavery and martial law in a free country and proceeds to declare enslaved persons "forever free." The Times writer expresses his/her perspective on Hunter's declaration, stresses the need for abolitionists to exercise patience and his/her view on the entities or persons that have the power to emancipate enslaved people.
