Chronicling America features a historical report delivered by General Oliver Otis Howard, Commissioner of the Freedmen's Bureau, to the United States House of Representatives, that was printed in the January 9, 1866 edition of the Baltimore Daily Commercial. The report summarized the state of properties seized by the Union Army in the South, specifically noting that "a large number of abandoned planations" had been "allotted to freedmen as homesteads under the provisions of General Sherman's special field order no. 15." According to Howard, the records of the Freedmen's Bureau showed, at that time, that "no plantations so allotted have been restored to the former owners," but abandoned plantations that had merely been occupied but not allotted to freedmen had been restored to previous owners, care had been taken "to prevent suffering resulting from such actions."
