According to the writer, the powerful group - made up of wealthy Chinese merchants and known for regulating and leading Chinese affairs in the U.S. - objected to the new requirement that people of Chinese descent must "get registered" (and carry residence certificates on their person). Other themes include: legal assistance made available by the Chinese Six Companies for people that defy the law and the Companies' perception of unequal treatment Chinese people receive in comparison to other immigrants.
