Description
The Power Library presents an 1867 historical speech, given by Benjamin M. Boyer to the United States House of Representatives, that provides Boyer's position against the impeachment proceedings of President Andrew Johnson (D-TN)--who became the 17th President of the United States after President Abraham Lincoln was assassinated in April of 1865. Boyer says that the proceedings mean that it is lawful to impeach a president "for an offense merely political, and which involves no moral turpitude whatever."
