Historical Proclamation

Teaching American History presents an 1865 historical proclamation, written by President Andrew Johnson, that grants amnesty to anyone directly or indirectly involved in the rebellion against the Union as long as they sign an oath of allegiance. The proclamation includes a list of individuals to which the amnesty applies.
