The Library of Congress features an 1893 pamphlet, "The 'Quarterly' Almanac," which includes several different references to Robert Brown Elliott, a British Black man who moved to South Carolina and later became a Congressman (R-SC). According to a section titled, "Many Facts in Brief About the Negro," Elliott is referred to as being "universally regarded as the ablest and most eloquent Negro who ever occupied a seat in Congress" (page 18), while in a different section titled, "Valuable Race Items," Elliott Was cited as "the most brilliant colored man who ever entered the United States Congress" (page 24).
