Forney, on the opposing speeches delivered in Congress on January 6-7, 1874, regarding the Civil Rights Bill (pages 313-318). A portion of former vice-president of the Confederacy and White Democratic Representative from Georgia Alexander H. Stephens' speech is provided. Robert Brown Elliott - a British Black man who moved to South Carolina and later became a Congressman (R-SC)- follows Stephens' with his speech in favor of the Civil Rights Bill. The writer offers a brief biographical sketch of Elliott, as well as commentary regarding his view of Elliott's political success and the future of the Civil Rights Bill.\
