Description
The Library of Congress features an 1865 historical letter, written by Thomas E. Bramlette to the Kentucky Legislature, in regards to the House of Representatives passing of the 13th Amendment--which abolished slavery and involuntary servitude except in cases where it is used as punishment for a crime. In the letter, Bramlette expresses his opinion about the amendment and the cessation of the institution of slavery in his description of how outlawing slavery would influence the citizens of the United States. However, Bramlette says, "I do not therefore return the resolutions with my dissent, but shall cause them to be embodied with those adopted by the Legislature."
