Historical Speech

The Library of Congress features an 1865 historical speech, given by General Hiram Walbridge, that encourages the Committee of Federal Relations's approval of the 13th Amendment--which abolished slavery and involuntary servitude except in cases where it is used as punishment for a crime. Walbridge says of the matter, "By the eradication of slavery from the body politic, we shall restore the government to the policy on which its foundations were laid, and its prosperity based."
