The Library of Congress Digital Collections presents an 1870 historical speech, delivered by Hon. Barclay Henley to the House of Representatives of the California Legislature, that provides an account against the ratification of the 15th Amendment--which prohibits the denial of suffrage to any United States citizens based off of race. Henley expresses his belief that the passage of the amendment would "introduce into our country an element differing with us so widely in race, color, customs and religion, that antagonisms and commotions must inevitably arise which will endanger the very existence of the Government."
