Chronicling America presents an 1865 Daily Intelligencer newspaper article, written by an unknown author, that provides Representative Henry Winter Davis's (R-MD) perspective on Abraham Lincoln's Reconstruction Plan--which pardons those who participated in the rebellion of the Confederacy upon their oath of allegiance to the Union and also declares that the following states could be readmitted to the Union as long as 10 percent of their population swore allegiance: Arkansas, Texas, Louisiana, Mississippi, Tennessee, Alabama, Georgia, Florida, South Carolina, and North Carolina. Davis says in reference to Lincoln's plan that, "in order to render his proposals so insulting as to secure their rejection he joins to them a promise to support with his army one tenth of the people of any state who will attempt to set up a government over the other nine tenths, thus seeking to sow discord and suspicion among the people of the several states, and to excites them to civil war in futherance of his ends."
