Themes include: the Southeastern origins of the troops, their training in the South Carolina Sea Islands, the 1862 unauthorized establishment of the Black troops by Colonel David Hunter (Union Army General), the difficulty in finding officers for the troops and the perceived "uncommon quickness" of Black troops to learn. Other themes include: a view of David Hunter's character, a letter Hunter sent to his former friend (Jefferson Davis) and General Rufus Saxton's assignment to organize Black troops replacing Hunter.
