Chronicling America provides a speech that was delivered by Wade Hampton, a former Confederate General who would become an active Democrat in both state and national politics, on August 4, 1868 in Aiken, South Carolina, in which he addressed issues of rebuilding the South after the Civil War in the midst of supposed opposition from Radical Republicans and the "unconstituitional" Reconstruction Acts. Included in his speech, Hampton claimed that "the radical promise of forty acres and a mule will come to nothing," and instead insisted that Northern Republicans would only provide African Americans with "a piece of land six feet by three feet, enough to bury you in." The phrase, "Forty Acres and a Mule," was a reference to part of Union General William Tecumseh Sherman’s Special Field Order No. 15 that was issued on January 16, 1865, to allot land and leftover Army mules to formerly enslaved African American families. This promise was unfulfilled.
