The Gilder Lehrman Institute of American History presents an 1866 historical speech, given by Charles Sumner (LR-MA)--the leader of the anti-slavery forces in Massachusetts and the Radical Republicans in the United States Senate, in which Sumner provides his opinions on how the federal government govern the South during Reconstruction. According to Sumner, "the actual President [referring to Andrew Johnson] besides being the creature of an accident, is inferior in ability & character, while the House of Reps. is eminent in both respects."
