Beneath a play bill advertising the "Treasury Department" on the left, a group of ballerinas are gathered and are receiving instruction from a man wearing a top hat. In the background, costumed individuals are moving around the set and, to the right, a group of uniformed soldiers are gathered. On the right, a waste basket of discarded legal documents is being discussed by two men and four other men are surrounding a table.
