Chronicling America features an 1866 Daily Empire newspaper article, written by an unknown author, that provides an account of Abraham Lincoln's perceived intentions in terms of his plans for reconstruction--which pardons those who participated in the rebellion of the Confederacy upon their oath of allegiance to the Union and also declares that the following states could be readmitted to the Union as long as 10 percent of their population swore allegiance: Arkansas, Texas, Louisiana, Mississippi, Tennessee, Alabama, Georgia, Florida, South Carolina, and North Carolina. According to the account, an ex-United States Marshal says, Lincoln wanted to "exert all his authority, power, and influence to bring about an immediate reconciliation between the two sections of the country."
