The Library of Congress presents an 1866 political cartoon that depicts an African American man with over-pronounced features lounging in the foregound of a large, domed building labelled as the "Freedmen's Bureau" and a list of expenses dedicated by the federal government to maintain the bureau. To the left of the frame, two white men are working, one chopping wood and the other plowing a field while a woman and child watch. The cartoon is labelled with the following captions: in relation to the white men in the cartoon ("In the sweat of thy face shalt thou eat thy bread;" and "The white man must work to keep his children and pay his taxes"), in relation to the African American man ("Whar is de use for me to work as long as dey make dese appropriations"), and the general caption ("The Freedman's Bureau! An agency to keep the Negro in idleness at the expense of the white man. Twice vetoed by the President, and made a lawy by Congress.
