Historical Report

The Library of Congress features an 1864 historical report, written by William P. Mellen, that provides a description of the leasing of abandoned plantations and the affairs of freedmen in various regions of the South, as supported by the Freedmen's Bureau--which was created by the Freedmen's Bureau Act and provided aid to free African Americans and displaced Southerners after the Civil War. Themes include: expenses of freedmen, suggestions of how to improve the government's position with the freedmen, etc.
