Govtrack presents a 2016 Congressional bill introduced by James E. Clyburn (D-SC), to establish "Penn School – Reconstruction Era National Monument" in the state of South Carolina. The bill intended to make Penn School (Penn Center) - one of the country's first schools for newly freed people on St. Helena Island in Beaufort, South Carolina - part of the National Park System. The "Findings" section makes reference to Hastings Gantt - a formerly enslaved man turned businessman and landowner. "In 1864, with assistance from the Freedman’s Aid Society of Pennsylvania, Penn School purchased 50 acres of land across from Brick Church from Hastings Gantt and erected a school-house shipped from Philadelphia as its first building."
