Description
This short article from the U.S. Senate website details the 1961 and 1962 Confiscation Acts that allowed the U.S. government to seize property (including enslaved people) that was being used to support the Confederates war efforts. The 2nd Act allowed for the seizure of Confederate property regardless of its use. These Acts made it legal for "contrabands" - formerly enslaved people who escaped to Union lines - to seek refuge with, and join the war efforts of, the Union Army.
