Chronicling America features an 1864 Washington Statesman newspaper article, written by an unknown author, that provides an opinion on President Abraham Lincoln's Reconstruction plan--which pardons those who participated in the rebellion of the Confederacy upon their oath of allegiance to the Union and also declares that the following states could be readmitted to the Union as long as 10 percent of their population swore allegiance: Arkansas, Texas, Louisiana, Mississippi, Tennessee, Alabama, Georgia, Florida, South Carolina, and North Carolina. The account says, "we desire a union which does not compel by force its people to fight for it, but one which from its justness and superiority commands the admiration of its citizens, one which the people will voluntarily take up arms to defend when duty calls or danger threatens."
