Chronicling America features an 1864 Portland Daily Press newspaper article, written by an unknown author, that provides an account of Wendell Phillips's criticisms of President Abraham Lincoln's Reconstruciton plan---which pardons those who participated in the rebellion of the Confederacy upon their oath of allegiance to the Union and also declares that the following states could be readmitted to the Union as long as 10 percent of their population swore allegiance: Arkansas, Texas, Louisiana, Mississippi, Tennessee, Alabama, Georgia, Florida, South Carolina, and North Carolina. The account says, "Mr. Phillips sees...the danger to free institutions of having the Southern soil all owned by a small number of slaveholding planters, and he looked upon the confiscation act as the fitting instrument by which the large plantations of the rebels would be divided up for the benefit of those loyal men, white and black, who have fought and are fighting for the nation's salvation."
