The Library of Congress provides the handwritten letter written by President Abraham Lincoln on May 19, 1862 in response to Union Army General David Hunter's military proclamation that declared Georgia, Florida and South Carolina under martial law and emancipated enslaved people in the three states on May 9, 1862. In his 5-page letter, Lincoln includes a typed newspaper excerpt of Hunter's declaration, claims that he was not aware of Hunter's plans, had not given Hunter authorization to take such action and offered a plan for states with enslaved people to participate in compensated emancipation.
