Description
The New York Times presents an 1864 newspaper article that includes a proclamation, signed by President Abraham Lincoln and Secretary of State William H. Seward, that vetoed the Wade-Davis Bill--which aimed to reunite the Union with rebellious states by requiring at least 50% of the white, male population to swear allegiance to the Union and required states to grant the right to vote to African Americans--that passed through Congress. In the proclamation, Lincoln expresses his hope that a constitutional amendment will be passed by Congress to end slavery and that he is unable to commit to any inflexible plan of Reconstruction.
