The New York Times presents an 1864 newspaper article that includes a manifesto, written by Senator Benjamin F. Wade and Representative Henry Winter Davis, addressing the veto of the Wade-Davis Bill--which aimed to reunite the Union with rebellious states by requiring at least 50% of the white, male population to swear allegiance to the Union and required states to grant the right to vote to African Americans--by President Abraham Lincoln. Davis and Wade say that, by vetoing the bill, Lincoln "holds the electoral votes of the rebel States at the dictation of his personal ambition."
