The National Park Service presents a 2020 contemporary article, written by an unknown author, that provides a brief summary of the evolution of Andrew Johnson's Reconstruction Plan--which granted amnesty to anyone directly or indirectly involved in the rebellion against the Union as long as they sign an oath of allegiance, except for the major Confederate leaders and anyone whose estates costed more than $20,000 in 1860. Themes include: how Johnson was influenced by Lincoln's Reconstruction plan and the Wade-Davis Bill as well as how Johnson's plan fit into the development of the Congressional Plan of Reconstruction that was eventually approved.
